- Find the Protection and Advocacy (P&A) program in your state
NDRN is the nonprofit membership organization for the federally mandated Protection and Advocacy (P&A) Systems and Client Assistance Programs (CAP). There is a P&A/CAP agency in every state and U.S. territory as well as one serving the Native American population in the four corners region.

CAP and the P&A work together. CAP helps people with disabilities who use or need state vocational rehabilitation (VR) services by providing information about their rights under the federal Rehabilitation Act of 1973, the ADA, and the Workforce Innovation and Opportunity Act (WIOA). Contact your state P&A office to find the CAP program.

Under the DD Act, each state and territory created a protection and advocacy system (P&A) chosen by the state’s governor. The DD Act and other laws give the P&A authority to advocate for the rights of individuals with disabilities.
