The National Disability Rights Network (NDRN) works on behalf of the Protection and Advocacy Systems (P&As) and Client Assistance Programs (CAPs), the nation’s largest providers of legal advocacy services for people with disabilities.

  • Find the Protection and Advocacy (P&A) program in your state
    NDRN is the nonprofit membership organization for the federally mandated Protection and Advocacy (P&A) Systems and Client Assistance Programs (CAP). There is a P&A/CAP agency in every state and U.S. territory as well as one serving the Native American population in the four corners region.

  • Client Assistance Program (CAP)
    CAP and the P&A work together. CAP helps people with disabilities who use or need state vocational rehabilitation (VR) services by providing information about their rights under the federal Rehabilitation Act of 1973, the ADA, and the Workforce Innovation and Opportunity Act (WIOA). Contact your state P&A office to find the CAP program.
